The black plastic cap under the seat is used to protect the metal pole during shipping, please remove it before assembling. Otherwise the stool can not up and down smoothly.
Is there a pedicure stool?
It's about 24 inches at its lowest, but it could be a lot of bending if the client chair is higher.

I have never had problems with my wheels coming off, I pushed them in as far as they would go and they did not fall out on mine.
