It only works in the from-a- computer-to-a- video- display direction, and it won't work in the work direction if you try to use it to a VGA monitor.
The one that gave me a good result was the one that I purchased from best buy, it cost me 34$, however, the other one gave me a square image in the middle of the screen.

It says it is1080i but that's not correct, and there is no way to program it or change it.
Will this device change the resolution to 1080i/p, or will it remain unchanged?
It should stay the same because all that you're doing is converting the signal from VGA to HDMI and HDMI can handle a higher resolution than before.
