It will work, the last two letters are CW (cool white) DL or D, but I'm not sure what KB stands for.

It's the same, but you need to make sure that it's the 8 inch bulb that you're looking for because there is an FCL 22 Watt that's a 12 inch.

Yes, but not full circle. It rotates in both directions about half way around the tube, then springs back to its original position.
