In my opinion, the evaporative-cooler is fairly quiet and gets louder as the speed increases.
I find the cooler to be super loud even on the lowest setting, and it can be heard all the way across the side of the office floor.

I find the blue filter in the front of the unit useless. Soaking it in water and freezing it does not seem to be effective.
