I took the old hood pad off and scrubbed it clean to make sure it was a good fit for the new one.

I think so, depending on the kind of backing the carpet has. The glue was easy to work with, and has held up for 7 or so years, with no sign of deterioration.

It doesn't dry off white or creamy.
Does it mist or stream?
It sprays a nice mist, and most others I have tried are sloppy and not uniform.

Don't soak any surface, this stuff should be barely not quite dry as it hits the surface.
