I tried all the built-in utilities, OBS Studio and some other software, but the webcam doesn't provide actual 4K resolution.

I suggest turning off the low light compensation feature in the camera settings to improve video quality. Turning off this option made my video smooth again.
I found the image quality to be extremely grainy and it required a lot of lighting assistance, even with the attached lighting included.
The video quality was average and I did not see any improvement with my old 1080p webcam. The ring light did not make any difference in my office and I still looked dark even with the light on its highest setting.
