Warming the adhesive with a hair dryer improved the adhesion of the weather-stripping.
The weather-stripping has been on for 5 days of wind and rain and it is holding up well.
Even after cleaning and drying the wood before installation, the adhesion was poor and it wanted to come loose immediately.
