The torque wrench I use is highly accurate, with only 0.2% error at the low end and 1.1% at full scale, and repeatability of under 0.5 in/lb in the clockwise direction.
I tested the accuracy of the torque wrench by attaching a loop and using a luggage scale to measure the force needed at various settings. At 20 and to 60, I found that it applied 97% of the force set, and that 3% error could easily be my own measurement error.

I found the torque adjustment easy to use with precision to 1/2 ft-lb increments. The wrench signals when the torque is reached by bending slightly at the head and clicking, making it easy to notice and stop tightening.
