As I turned the ratchet, the extractor bit tightly fitted to the sides of the bolt head and the bolt started backing out of the rusty hole it had been in since it was assembled.
I used a 13mm socket and a 3/8 inch ratchet to loosen the stuck oil drain plug. I tapped the end of the ratchet with a hammer to help loosen it.
I used a ratchet with a long handle instead of the impact wrench and it worked. I was able to remove the bolt shown in the photo.
