The child using the bike is 42 inches (106 cm) tall with a 19 inseam (~48 cm) and weighs less than 40 lbs.
I advise lowering the seat all the way if the kid bumps his legs into the pegs while trying to balance. This will give the kid more confidence to ride the bike with wider legs and catch himself when off balance.
