The PSU provides 600 watts on its 16 pin cable for newer GPUs (RTX 4090) and it is working properly.
I borrowed someone's PSU and tested the issue. It resolved the problem, indicating that the internal power supply is efficient.
I have noticed that the 1000-watt comes with a 600-watt cable but my PSU has a push limit of only 450 watts.

I was impressed with the cooling mechanism of the power supply. At first, I thought it wasn't working because I didn't hear anything and the fan is very dark colored so it wasn't visually obvious that it was spinning.
