We have an auto ECO mode that turns on the fan only when the PSU is getting warm.
I love the eco feature of the power supply which extends the life of the fan and makes it quieter by turning off the fan and spinning it up only when the temperature requires it.

When I use a household outlet, the power supply is silent. I have 10 case fans and can't detect any fan noise from the power supply louder than the ambient case fan sound.
The fan is silent because I am drawing so little power that it doesn't heat up and hence doesn't need to start up the fan.
