I used a 50x50x20mm heatsink and a 12V fan in my configuration, indicating the good quality of the heatsink.
After using the product to cool down my GPU, RAM & CPU, I noticed that it damaged my computer parts, possibly due to poor build quality of the heatsinks.
I found that the 12706 can only cool a passive heatsink with no load to 10c, while the 12703 can easily reach at least -2c at half the watts.
I caution others to be careful while using the device as the hot side heats up quickly and may cause burns.

I found that using a 10W power supply and a passive heat sink with a 5V computer case fan worked well for my application. It cooled the cool side about 10-15 degrees F below ambient until the ambient temperature got above approximately 105F, at which point it could not move the heat off the hot side fast enough.
