I placed the transfer tape over the permanent vinyl project and rubbed it with pressure using a plastic squeegee tool. The cut design had some fine swirling lettering, and with slow movements, I was able to pick it up with only minimal bits that did not lift off on the initial effort. Focused rubbing on the transfer tape over those parts of the design solved this issue.
I have noticed that the vinyl peels back with the blade, indicating poor adhesive strength.
