I have personally experienced that the scroll wheel of the trackball uses an electro-mechanical rotary encoder sensor which needs to be kept clean to avoid noisy or cut out signals. The technology used in the scroll wheel is similar to the volume controls on old stereos, which would crackle and cut out. This negative feedback is based on my experience and highlights the sensor quality of computer-trackballs.
