I tested both types of Mod Podge by painting the outside of party cups, applying glitter, and then testing them with ice water. Both got a little bit tacky and sticky, but the Outdoor Mod Podge was slightly less sticky.
The outdoor midge podge turned into a streaky white mess with the glue look like when I first put it on, upon the first actual rain storm.

This glue is suitable for those who work with materials like glitter, Stencil's, or crystals that look like diamonds and need to adjust the position. It has a slower setting time than most others and can be waited for to get that tacky feel.
I make fabric beads and use a 1/2 and 1/2 mix to stiffen the fabric, allowing me to cut it to size and roll it into a bead.
