The number behind the T indicates the diameter in 1/8" and the brackets that hold them may be too large.

I think they are trying to tell you that the bulb will light even at 84VAC, my bulb is made in Indonesia, so, it will.
How many pins is there for the connection?
There are no pins but two holes.
Will it work on an electronic ballast?
As long as the ballast is compatible with the 32w circline bulbs.
