If you want to get really black color but aren't a black-charcoal kind of person, I recommend using charcoal instead of white pens.
I think drawing and sketching are both good for practice, but sketch paper is more expensive per sheet than drawing paper.

Does it come with a hard cover or a paper cover?
The paper cover has all the sales info printed on it.
Is it fine for ink drawings?
I think it would work well with ink, but wouldn't want to watercolor tint the drawings.
I am starting to explore Zentangles and I was wondering if this paper would hold up to the Sakura pigma micron pens that are used.
I haven't used Sakura pigma micron pens, but the paper in the sketch pad is high quality paper.
Is the paper thick enough for sharpies without bleeding?
I can't find good paper for my sharpies because they are so fine points, so I let K freeman know if you have found it.
Is it possible that the pages are perforated?
Yes. It is the best paper ever.
